Can I take an adhoc full cluster level backup without distrubing my current backup strategy. My current strategy every 15 mins incremental backup and weekly merge.

Which CB server version are you running? Are you using cbbackupmgr or cbbackup tool? if you are using cbbackupmgr, currently there is no way to create an adhoc single backup unless you create a new repository and do a new backup. Thanks!
