How to set permanent custom Couchbase High/Low watermark values

Hi Team,

I have changed my existing couchbase 5.1.1 Hign and Low watermark setting but when failover occurs or rebalances run in the cluster the value resets to the default value. is there any way I can keep the set the custom value permanently
