Upon cluster restart from poweroff, the cluster Service shows a large number of internal ports, why is this? Or what is this indicative of?

Nothing, it’s indicative of Couchbase using a lot of ports 
This actually improves a lot in Operator 2.1, as that only works with Couchbase server 6.5+. Those Couchbase versions have a far fewer port requirements (under 100 at least).
