[MB-4962] rebalance_state is kept as running when not rebalancer is actually running

In one of customers we have this situation where rebalance is not actually running, but config has record of rebalance_state running. We normally clean this up in janitor, but janitor cannot run in their case because one of nodes is not healthy.

The problem is compounded by "stop rebalance" button silently doing nothing.
