intermittent failure with queue overflow test

This test has been intermittently failing for as long as I've been working with spymemcached. It's not so likely to come up in production, but should be fixed.

I do recall Mike looked at the issue so filing an issue to track it here and ask Mike to post his investigation. I believe there was even a fix posted which was held back.
