.NET Client Library bootstraps against /pools/default instead of /pools

The .NET Client Library expects to bootstrap off of the pools/default URI instead of pools/default. The heartbeat check that attempts to verify the availability of the node used for the streaming API uses this URI, which us causing CPU spikes on the server as pools/default is called every 10 seconds. A separate issue will be filed for heartbeat improvements.
