[windows] Rebalance exited with reason {unexpected_exit,{badmatch,{error,etimedout}

Test to reproduce:

./testrunner -i vm-list.ini -t swaprebalance.SwapRebalanceBasicTests.do_test,replica=2,num-buckets=3,num-swap=1,swap-orchestrator=True

This looks related to timeout. Filing this as separate as the reason/crash reports are different than before.
