Description

Per Capacity Planning brainstorm, it is much preferable for users to configure mem_high/low_wat & mutation_mem_threshold (so called temp_oom) per cluster but not per node. In order to make these cluster-wide parameters we probably need to have ns server enable REST api for users to issue them per cluster.

NOTE: we have a generic ticket on configuring arbitrary ep-engine settings at runtime somewhere.

per bug scrub,

per alk , if customer wants to change this they can use a different REST API to bump the bucket quota
