Create replication from cluster1 to cluster

Apparently we cannot create replication document from UI possibly due to some recent changes in ns_server or couchdb. Talked to Aliaskey A and hand it over to him per conversation.

From Ketaki, build 1893 is clean. By looking at the changes after 1893, the possible cause is couchdb master...

This could be an issue w/ specific to that machine setup
 I re-ran this on smaller clusters, it seems to be ok, so lowering the prioirity on this one to Critical

Can you determine what the root cause is and if there is a quick fix? We need to start closing the release so need this information on this.

The build that was used here didn't have my changes that coordinate couchdb restart with ns_server restart. It's very likely related. I also found another potentially related issue http://review.couchbase.org/#/c/22021/. Let's wait till the latter is merged and try to reproduce it.
