The documentation has been updated in two aspects today that should address this information.

First, the intro material has been updated which better explains the background of this information.

Second, I've added a section on changing couchbase quotas to the docs:

This both explains the background, and how to modify the values. I have a graphic that should finally help explain the relationship (and difference) between the two which will be going in later today.
