Install couchbase server 2.0.0dp4r-724 on 3 nodes.
On node 69, create 10 buckets
Add node 70 to node 69.
Rebalance. Failed

Everything is just slow here. Are we in swap ? Is that VM on over-provisioned host ?

They are fresh install couchbase server and in host with only 8 vms

I think we fixed this issue in 1.8.1 / 2.0. Please reopen the bug if we still see this issue.
