flush_all works, but does not block in violation of protocol

Description

We have discovered that when using flush_all, if you quickly make a request after a flush the bucket will appear to not exist. Is this because the bucket is deleted and recreated asynchronously?

If so, the flush should block before returning, correct?

I think this needs to be reassigned if Mike is not doing engineering work. Also, shouldn't this be fixed in the 1.8 series?
