rebalance failing with error timeout because source backfill dispatcher is visiting all vbuckets even after completing the takeover process

Description

vbucket state should change to active once tap-rebalance stream transfers all the vbucket items to the destination node but ns_server will timeout waiting for this state change because backfill dispatcher in the source node is stil visiting other vbuckets and doing unnecessary tasks like item eviction on other vbuckets
