document increment/decrement behavior with non-numeric value

Increment and decrement should document what happens if the key exists on the server, but the value is invalid. It should describe what a valid value is (and link to the Developer's Guide page that describes the server-side behavior in greater detail).

Valid value is a string. String is decimal representation of an unsigned 64-bit integer.
