Add commands with only ReplicateTo

Description

Commands like set should allow also the possibility of only define ReplicateTo, without PersistTo.

Note that currently PersistTo.ZERO is not supported, so this needs to be added as well (only MASTER, ONE, TWO, THREE and FOUR are supported).
