proper bootstrapping off of the REST interface should be part of the client

To maintain flexibility and scalability in interacting with the cluster, the client should follow the HATEOAS approach rather than simply assume URIs. For example, the client currently assumes /pools/default/buckets/{bucket name}, and that's not necessarily correct.
