Startup IP/Port Config

I have a need bind couchbase to specific ip and port settings on initial startup and cannot find any documentation on how to do this. Because couchbase's ports are already in use on the server we wish to run this on.

I assume this can be done in static_config or config, but cannot find documentation on this.
