Separate Mem and Disk Quotas

It would be nice to define a memory cache quota and a disk quota separately and let couchbase decide what needs to be stored in memory based on what's accessed the most frequently. This way when I start eating disk, I can choose to increase disk only instead of increasing both ram and disk linearly.
