The RAM Quota value is too small during gui setup

Start a new cluster.
RAM Available: 256 MB
Per Server RAM Quota: MB (256 MB — 204 MB)
I've tried different numbers from 256 to 204 and nothing seems to work. Can't get past this screen.
Here is the error message i get.

The RAM Quota value is too small. Quota must be between 256 MB and 204 MB (80% of memory size).

But I also confirmed that 1.8 is doing the same thing. Can I install this on 256mb server?
