I just installed a fresh copy of 1.7.1 on Windows 64-bit.

No matter if I delete the config file, I don't get a dialog to change the password.

What is the default password?

Looking at the binary file, I can't really tell what the password could be.

This is for a membase 1.7.1 install on 64-bit.

I need to know the default username and password so I can log in.

Even if I remove the config it just creates a new one. And I don't know the login????

There actually is no default user/pass, I suspect that the server is not starting up properly for you.

Does this machine have multiple IP addresses? We just found and fixed an issue but it would still be present in your version.

Yes the production machine has multiple IP addresses and multiple NIC cards.

That's likely the problem then. Keep an eye out for 1.7.1.1 which will be released in a few days and should fix that issue.
