Constantly getting the same error during install

Start a new cluster.
RAM Available: 239 MB
Per Server RAM Quota: MB (256 MB — 191 MB)
The RAM Quota value is too small. Quota must be between 256 MB and 191 MB (80% of memory size).

If I specify anything 255 or less, it says too small, and 256 says too large. Nothing works. What gives?

It looks like you need more RAM on you machine. You only have 191MB available for use according to Couchbase and even if you had 239MB as you report this would still be too small. What's happening is that you must have at least 256MB of RAM so if you specify a number less than this then you get an error. When you specify a number of 256MB then since you only 191MB available you get an error.
