I just created a new cluster with 1 node and my memory quota is 1.3GB.
If I add a 2nd node that has 8GB ram, will membase use all of the available memory on the new 8GB node?
No, Membase assumes homogeneous nodes in terms of RAM and will attempt to use only as much RAM as is set in the per-server quota (http://wiki.membase.org/display/membase/Getting+Started#GettingStarted-S...).
In your case, you would only get the 1.3GB of the second node as well. You can increase the per-server quota by running this command: 'curl -d memoryQuota=400 http://localhost:8091/pools/default' but make sure that you have enough memory on all nodes.
