Manual failover time

Hi All,
What is the manual failover time required for couchbase, when one of the couchbase server is shutdown/power off?
I have performed few tests and following are the results. Manual failover is performed using couchbase CLI commands
2 node couchbase cluster:
Time required for manual failover in case of server shutdown is more than 60 seconds.
If I stop the couchbase server and then do the manual failover, it is taking only 3 seconds.
Same is true for 3 node couchbase cluster. Replication is enabled for bucket.
Anyone else has observed the same issue. Is it a Bug? Does it got resolved in 2.0
